Phase IV Residential Street Reconstruction
Phase IV Residential Street Reconstruction
The fourth set of three residential streets have been reconstructed as part of the Phase IV Street Reconstruction Project. The streets are listed below. The streets were reconstructed to the same width as existing with 6” thick concrete reinforced paving for Clover Valley, Avery, and 7-inch for Strickland. Sidewalk and driveway returns within street right-of-ways were also reconstructed. Improvements included drainage improvements and new water and sanitary sewer lines within the street right-of-way. This project was funded by the City with savings from pervious projects. Avery Lane - Clover Valley Drive to Paige Road

Update:
- Construction began in February 2012 and was completed in February 2013.
- The project bid November 22, 2011 with the low bidder being RKM Utility Services with a price of $2,377,539. The construction contract was approved by City Council on December 6, 2011.
- A Public Meeting was held December 5, 2011.
- The engineering design contract was awarded by City Council in November 2010.

Main Street Widening (FM 423 South)
Main Street, FM 423, is a highway that is owned, operated and maintained by Texas Department of Transportation (TxDOT). Main Street is being widened to eight lanes from the Tollway north to Cougar Alley/Ridgepointe and to six lanes north to US 380. The segment of the project through The Colony’s city limits is referred to as the FM 423 South Project. The project includes auxiliary right and left turn lanes and a new signal at Lake Highlands. This project is funded by the North Central Council of Governments and Denton County. Update:
- The roadway construction contract was conditionally approved by TxDOT in September 2011. The construction is scheduled to start in late 2013 after the private utilities have completed relocation. The project’s anticipated completion date is June 2016.
- Oncor, CoServ, AT&T, Grande Communications, Atmos, LISD, and Time Warner are relocating private utilities.
- City Council approved agreements for TxDOT’s contractor to construct enhancements and relocate the City’s utilities.

Memorial Drive – Spring Creek Parkway Connector
This project is to connect Memorial Drive to Spring Creek Parkway in the city of Frisco with an underpass at the BNSF railroad and to realign the intersection of Town and Country Drive in Frisco. The design includes drainage, water and wastewater relocations, streetscape, signs, traffic signal improvements at Town and Country, street lights, temporary/permanent railroad improvements, trail, and roadway improvements within the street right-of-way. Update:
- Phases I and II are complete and included relocation of the water, wastewater, and storm drain lines.
- Phase III of this project, which includes the construction of the railroad bridge, was bid and awarded to Mario Sinacola & Sons. Construction of this phase began in March 2013.
- Phase IV of this project will include the roadway connecting the cities.
- Staff is continuing to work on acquiring the needed right-of-way and easements.
- Construction is scheduled to begin in May 2012 and be completed June 2014.
- On October 4, 2011 City Council approved an agreement for $13.8M in funding from Regional Toll Revenue coming from NCTCOG as a part of the SH 121 toll project.
Plano Parkway Widening
This project is the widening of Plano Parkway from the Tollway south to Parker Road (FM 544 in Carrollton) as a divided roadway with six lanes. The design includes a trail, drainage, streetscape, traffic signal improvements, and roadway improvements within the street right-of-way. The City has teamed with the City of Carrollton through an Interlocal Agreement to extend the improvements to Parker Road in Carrollton. Update:
- Contractors are currently working on the installation of the inside lane from Parker Road to Windhaven. It is anticipated that the inside lane will be ready to be installed in mid-December. The concrete has been placed for the bridge approaches on the South side and concrete is ready to be placed on the North side.
- Construction of the first phase began in August 2012 and will be completed June 2013. The Phase 1 project, from Parker Road to approximately 0.4 miles north of Windhaven Parkway, is being constructed by Mario Sinacola and Sons, Inc. at a cost of $3,054,706.27 for the roadway segment in The Colony. .
Pruitt Drive Water Line Replacement
This project was for installation of a new 8” PVC water line, new services, and street failure repairs. Engineering design was done by the Engineering Department and construction is funded by the City’s Capital Improvements Program. Update:
- Construction began in October 2012 and was completed in January 2013.
- Bids were opened in September 2012 and the low bidder was Advanced Communication, LLC with a total price of $132,000. City Council approved the construction contract in October 2012.
