Phase IV Residential Street Reconstruction

The fourth set of three residential streets is being reconstructed as part of the Phase IV Street Reconstruction Project. The streets are listed below. The streets will be reconstructed to the same width as existing with 6” thick concrete reinforced paving for Clover Valley, Avery, and 7-inch for Strickland. Sidewalk and driveway returns within street right-of-ways will also be reconstructed. Improvements will include drainage improvements and new water and sanitary sewer lines within the street right-of-way. This project is funded by the City with savings from pervious projects. Avery Lane - Clover Valley Drive to Paige Road

Clover Valley Drive - South Colony Boulevard to Arbor Glen Road

Strickland Avenue – 330’ east of Blair Oaks Drive to 300’ east of John Yates

 

Update: 

  • Construction will begin in January 2012 and is to be completed in April 2013.
  • The project bid November 22, 2011 with the low bidder being RKM Utility Services with a price of $2,377,539. The construction contract was approved by City Council on December 6, 2011.
  • A Public Meeting was held December 5, 2011.
  • The engineering design contract was awarded by City Council in November 2010.

 

 

Main Street Widening (FM 423 South)

Main Street, FM 423, is a highway that is owned, operated and maintained by Texas Department of Transportation (TxDOT). Main Street is being widened to eight lanes from the Tollway north to Cougar Alley/Ridgepointe and to six lanes north to US 380. The segment of the project through The Colony’s city limits is referred to as the FM 423 South Project. The project includes auxiliary right and left turn lanes and a new signal at Lake Highlands. This project is funded by the North Central Council of Governments and Denton County. Update:

  • The roadway construction contract was conditionally approved by TxDOT in September. The construction is scheduled to start in July 2012 after the private utilities have completed relocation. The project’s anticipated completion date is Jan 2015.
  • Private utilities (such as Oncor, CoServ, AT&T, TXU, Atmos, Time Warner, etc.) are currently scheduled to begin relocation of their facilities in January 2012.

   

 

 

 Memorial Drive – Spring Creek Parkway Connector

This project is to connect Memorial Drive to Spring Creek Parkway in the city of Frisco with an underpass at the BNSF railroad and to realign the intersection of Town and Country Drive in Frisco. The design includes drainage, water and wastewater relocations, streetscape, signs, traffic signal improvements at Town and Country, street lights, temporary/permanent railroad improvements, trail, and roadway improvements within the street right-of-way. Update: 

  • The design engineer completed the Exhibit A plans in July and BNSF Railroad completed review in October and provided comments. The engineer submitted the 60% plans for review December 2, 2011. Staff is continuing to work on acquisition of the right-of-way and easements.
  • On October 4, 2011 City Council approved an agreement for $13.8M in funding from Regional Toll Revenue coming from NCTCOG as a part of the SH 121 toll project.
  • Denton County’s preliminary schedule is for construction to begin construction in February 2012 and be completed July 2013. Staff is working with the design engineer, Denton County, Frisco, and BNSF Railroad to accelerate the design schedule.

 

 

North Colony Boulevard Widening Project

The widening project consists of a divided roadway with auxiliary left and right turn lanes and trail from Curry Drive to Paige Road. The street will be four lanes divided from Paige Road to Joy Drive and six lanes divided from Joy Drive to Curry Drive with auxiliary left and right turn lanes throughout. Other improvements include drainage, water, wastewater, streetscape, traffic signals, sidewalk repair, slip-road repair, and new street lights. Construction activities began October 2010 and are to be substantially complete by March 2012. This project is funded by the North Central Council of Governments and Denton County. Update:

 

  • The contractor is continuing construction of the retaining walls, including modifications to improve visibility on the walls at John Yates Drive and south side at Paige Road. Concrete was placed for the walls at Allen Drive, the Police Department parking lot, and on the north side of Paige Road. The pedestrian ramp is being installed on the north side of Paige Road. The pedestrian railing has been installed at the culvert west of Ragan Road. Construction is continuing on the erosion control in the stream at the headwalls on the box culverts. The contractor is completing surface work on the utilities, including valve boxes, meter boxes, and concrete flat work around the valve boxes and fire hydrants. The contractor is continuing to install sod and hydromulch in areas as the work is completed. Oncor has the street lights in operation. On December 11, 2011,
  • City Council awarded the landscaping and irrigation contract to American Landscape at a price of $432,494. Installation of the landscaping and irrigation will begin in January 2012.
  • The roadway construction project was advertised in August 2010, bid in September 2010 and City Council awarded the construction contract for $5.9M to Tiseo Paving In October 2010.
  • Final construction plans were completed in August 2010.
  • Concept plans were presented to City Council in June 2010.
  • Public information meeting were held in May and October 2010.
  • The engineering design contract was awarded by City Council in October 2009.

Plano Parkway Widening

This project is the widening of Plano Parkway from the Tollway south to Parker Road (FM 544 in Carrollton) as a divided roadway with six lanes. The design includes a trail, drainage, streetscape, traffic signal improvements, and roadway improvements within the street right-of-way. The City has teamed with the City of Carrollton through an Interlocal Agreement to extend the improvements to Parker Road in Carrollton.   • The construction plans are being finalized for advertisement in January and bid in February.
  • Construction is projected to begin in March 2012 and be completed June 2013.
  • City Council approved the engineering design contract in June 2010.

 

 

 

 

Archer Freeman Loop

The project is to relocate the current street loop connector at the east end of Archer Drive and Freeman Drive to 50-feet west of its current location. This relocation is necessary to facilitate the widening of the right-of-way and expansion of Main Street (FM 423) by TxDOT. This project is funded by Denton County. Alley Connector Between Chapman and Jenkins Streets and Jenkins and Nervin Streets

 

The project is for construction of alley connectors between Chapman and Jenkins Streets and Jenkins and Nervin Streets which will be located on the west side of the sound wall at Main Street. These improvements are necessary to facilitate the widening of the right-of-way and expansion of Main Street (FM 423). This project is funded by Denton County. Memorial Drive Traffic Signal Installation

 

The project is for construction of traffic signals at the intersections of Morning Star Drive, South Colony Blvd., and Standridge Drive. This project is funded by the North Central Texas Council of Governments and Denton County. Update:

  • The signals have been installed and power is to be connected in January 2012. Once they are operation and have been tested, the signals will be set to flash red in all directions until they are warranted.
  • City Council awarded the construction contract to Durable Specialties, Inc. with a total construction price of $285,000 in June 2011.
  • Warrants were met for the signals at Morning Star Drive and South Colony Blvd. based on future traffic volumes when the railroad underpass connection to Spring Creek is completed. Staff will continue to monitor signal warrants at the Standridge Drive intersection.

 

ONCOR Transmission Line Project

ONCOR Electric Delivery Company will be rebuilding an electrical transmission line along their existing easement from their substation located near the 5100 block of Clover Valley Drive to the southern City limits. The new line will be rebuilt to facilitate the need to increase electric power transfer capacity in your area. This project is being paid for by ONCOR Electric Delivery Company. The Engineering Department will continue to post any needed updates and information concerning the progress of this project in the updates section below.  No outages are expected for residents or businesses during the course of this project. The project is being conducted and paid for by ONCOR. Construction is set to begin Monday January 9th and continue through July, 2012. Update: 

  • Construction will begin on January 9, 2012 and is anticipated to be completed in July 2012, weather permitting.
  • During this construction period, the removal or trimming of trees will be required inside and along the easement for ONCOR’s construction contractors and to meet safety and reliability requirements.
  • Work generally planned will proceed in the following stages:
  1. Geotechnical Investigation.
  2. Construction Crews will begin to install gates and clear Right of Way.
  3. Poles and miscellaneous materials to be delivered along the transmission route.
  4. The crews will excavate soil, install new foundations, and install new structures
  5. Wire Installation.

 

  • Final site cleanup will commence following the completion of the transmission line installation.
